The Mystery of the Fluctuating Power Bill

Had a great time today on KERA in Texas, on their program "Think" (podcast here). THough I did have a caller ask a question I just couldn't answer. Seems his electricity bill varies with the seasons, though he has no air conditioner and no electric heater. He says he has no luck with his utility when he asks. Does anybody know what might cause this fluctuation in power cost? He was also certain it wasn't due to any variation in the cost of power or the daily timing of his power use. So I was flummoxed and would love to hear from anybody in an electric utility who could explain what might have been causing the fluctuation in his bill for power whose use he is adamant does not fluctuate. And I'd appreciate any thoughts anybody who knows more than I do cares to add to the issue.
